What documents and certifications are necessary to prove a project is eligible for carbon credits?

Developing a carbon credit project under Vietnam's domestic mechanism requires a specific and detailed set of documents to demonstrate the project's transparency, effectiveness, and genuine contribution to emission reduction.

The legal framework for registering an emission reduction project is outlined in Decree No. 119/2025/ND-CP, which amends and supplements Decree No. 06/2022/ND-CP. According to the newly revised regulations, the application dossier for registering a domestic carbon credit project must include the following key documents:42

1. Project Registration Application Form (following Form No. 04A in Appendix V).
2. Project Design Document (PDD) (following Form No. 04B in Appendix V).
3. Project Monitoring Plan (following Form No. 04C in Appendix V).
4. Project Sustainable Development Implementation Report/Plan (following Form No. 04D in Appendix V).
5. Project Communication Method Document (following Form No. 04Đ in Appendix V).
6. A copy of the investment license or equivalent legal approvals related to the project's specialized activities.

All of these forms are issued as appendices to the Decree. Enterprises must complete and submit this full dossier to the relevant authority, the Ministry of Agriculture and Environment, for appraisal and approval. Strict adherence to these documentation requirements is the first critical step for a project to be officially licensed and subsequently eligible for the issuance of carbon credits under Vietnam's national system.
